Asbestos Management Plans
A survey tells you what is there. A Management Plan is your legal obligation for what comes next - and how you keep everyone working on your building safe.
What is an Asbestos Management Plan?
An Asbestos Management Plan (AMP) is a formal document that sets out how asbestos-containing materials (ACMs) in a building will be managed, monitored, and communicated to anyone who may be affected by them.
It is not the same as a survey report. A survey tells you what is there and where it is. The Management Plan tells you — and the HSA — how you are going to manage it going forward.
Is it a legal requirement?
Yes. Under the Safety, Health and Welfare at Work (Exposure to Asbestos) Regulations 2006–2025, any non-domestic premises built before 2004 must have an Asbestos Management Plan in place once a survey has confirmed the presence of ACMs.
The plan must be kept on site, reviewed regularly, and made available to anyone who plans or carries out maintenance or related work on the building. It is a live document — not something you file away and forget.
Common oversight
Many building owners complete a survey and assume that is sufficient. The survey report is the evidence. The Management Plan is the legal obligation that follows from it. Both are required.
What your plan will include
A full asbestos register based on survey findings
Risk ratings and condition assessments for each ACM
A clear record of where ACMs are located, with floor plan references
Recommended actions — whether that is monitoring, encapsulation, or removal
Procedures for informing contractors and maintenance workers before work begins
A schedule for periodic re-inspection to monitor condition over time

How we produce it
We typically produce an Asbestos Management Plan as a follow-on service after a Management Survey. If you already have a recent survey report from another provider, we can produce a plan based on that instead - provided the report meets the required standard.
The plan is written to be used, not just to satisfy compliance. We write it in plain language so that building managers, maintenance staff, and contractors can all understand what it requires of them.
